diagnostic study was undertaken during
December of 2005 and January 2006 to evaluate the existing
status of the GEDCo organizational structures and systems in order
to identify the constraints, deficiencies and corrective inputs
required to enhance performance and also the relationships with PEA
and other PNA ministires. The diagnostic study program was financed
by the Government of Norway, this study was undertaken by IPA Energy
Consulting as they sent a Financial Consultant and a Commercial
Utility Management Specialist to GEDCo, the two consultants spent
around three weeks in Palestine and then produced final report of
the diagnostic study.
