          Gaza Transmission Project (GTP-III)

 

       

      1.   The Palestinian National Authority (PNA) has received a Fund (Grants & Soft Loans) from the Islamic Development Bank (IDB), and other Arabic Financing Institutions, toward the cost of the (Financial Program signed in 2007 between the Palestinian Authority & the Islamic Development Bank)} that includes implementing projects of mutual interest in Palestine to be executed by Companies from the IDB Member Countries, and it intends to apply the proceeds of this Fund to payments under the contract for “the Gaza Transmission Project – (GTP-III); which includes Double Circuit 220-kV O.H.T.L. to be inter-connected with the 220-kV Egyptian Transmission Grid, Gaza South Substation (GS-S/S) : 220/22 kV, Gaza Middle Substation (GM-S/S) : 220/22 kV and the 220-kV O.H.T.L. connecting it to the GS-S/S, also  22-kV Outgoing Distribution Feeders, Training Program and Capacity Building are included as well”, Contract No. 4/2008

  1. The Palestinian Energy & Natural Resources Authority (PENRA) now invites sealed bids from eligible bidders from Islamic Countries for implementing the following works, plant and equipment on a turn key basis:

 

        The Project Scope of Work includes;

 

(a)   Gaza South Substation (GS-S/S); 220/22 kV & 220 kV- O.H.T.L. inter-connecting it to the 220 kV Egyptian Transmission Grid:

 

            a.1) Inter-connection 220 kV- Overhead Transmission Line (O.H.T.L.):                

·         220 kV Double Circuit O.H.T.L (2x380 mm2 bundled ACSR, 1.6 km long), and over head earth wires with OPGW integrated, to connect the Gaza South Substation to similar 220 kV Double Circuit O.H.T.L., to be built at the Egyptian Side, coming from Al-Arish Steam Power Station up to a pre-defined point at the Egyptian / Palestinian Boarders to the Southern West of Rafah.

 

             a.2) Gaza South Substation (GS-S/S); 220/22 kV :

·         (2), Two Power Transformers (220/22 KV, 60/75 MVA, ONAN/ONAF), and control.

·         (2), Two Incoming 220 kV Line Bays (Outdoor) and Control for inter-connection with the Egyptian 220 KV- Transmission Grid.

·         (2), Two Outgoing 220 kV Line Bays (Outdoor) and Control for connection to the Gaza Middle Substation (GM-S/S).

·         (1), One 220 kV Double Bus-Bar (Outdoor), Steel Works and Civil Works.

·         (1), One 220 KV Bus-Coupler Bay including Control, Outdoor.

·         (2), Two 220 kV Transformer Bays and Control, Outdoor.

·         (22), Twenty Two 22KV Cubicles + Control + Protection.

·         (2), Two Earthing Transformers (Outdoor).

·         (1), One Auxiliary (Service) Transformer, 22/0.4 kV, 300 KVA, (outdoor).

·         (1), One Standby Auxiliary (Service) Diesel Generator (300 KVA).

·        Common facilities and works.

* Optional : GIS Design for the 220 kV Switchgear.

 

 

(b)   Gaza Middle  Substation (GM-S/S); 220/22kV & 220 kV- O.H.T.L. Connecting it to the South Substation (GS-S/S):

 

b.1               ) 220 kV- Overhead Transmission Line (O.H.T.L.):

·220 kV Double Circuit O.H.T.L (2x380 mm2 bundled ACSR, 16.0 km long), and overhead    earth wires with OPGW integrated, to connect GM-S/S to GS-S/S.

* Optional : Pole Type Design instead of Conventional Lattice Towers .

 

b.2   Gaza Middle Substation (GM-S/S); 220/22 kV:

·         (2), Two Power Transformers (220/22 KV, 60/75 MVA, ONAN/ONAF), and control.

·         (2), Two Incoming 220 kV Line Bays (Outdoor) and Control, to connect to the GS-S/S.

·         (2), Two Outgoing 220 kV Line Bays (Outdoor) and Control for future connection to the Gaza West Substation (GW-S/S).

·         (2), Two 220 kV Transformer Bays with control, Outdoor .

·         (1), One 220 kV Double Bus-Bar, Steel Works and Civil Works.

·       (1), One 220 KV Bus-Coupler and control, Outdoor.

·         (20), Twenty 22KV Cubicles + Control + Protection.

·         (2), Two Earthing Transformers (outdoor).

·       (1), One Auxiliary (Service) Transformer, 300 KVA  Outdoor.

·         (1), One Standby Auxiliary (Service) Diesel Generator (300 KVA).

·        Common facilities and works.

 

(c)    22 KV- Outgoing Distribution Feeders:

 

c.1) Gaza South Substation; 22 KV Outgoing Distribution Feeders:

·         Single Circuit OverHead Line; 150/25 mm2, ACSR, 17.7  kM  long.

·         Double Circuit OverHead Line;  150/25 mm2, ACSR, 10.2 kM  long.

·         Under-Ground Cables : 3x(1x500) mm2, Al., XLPE, 19.8 kM long.

 

c.2)  Gaza Middle Substation; 22kV Outgoing Distribution Feeders:

·                     Double Circuit OverHead Line;  150/25 MM2, ACSR, 11.8 kM  long.

·                     Single Circuit OverHead Line; 150/25 mm2, ACSR, 5.0  kM  long

·                     Under-Ground Cables : 3x(1x500) mm2, Al., XLPE, 4.6 kM long.

·                     Under-Ground Cables : 3x(1x400) mm2, Cu., XLPE, 5.6 kM long.

* Optional : 22kV- Outgoing Distribution Feeders from the Gaza Middle Substation to Gaza   City .

 

(d)   Training :

·         Qualifying manpower and specialists for efficient Planning, Monitoring, Operation, control, and maintenance of substations & O.H.T. Lines.

 

(e)    Capacity Building :

·         Supply & delivery of vehicles, equipments & computers facilities …etc, necessary for moitoring, management, operation and maintenance of substations and O.H.T Lines.

 

3.         Bidding will be conducted through competitive bidding procedure according to Islamic Bank Regulations, and is open to all eligible bidders from the IDB Member Countries. The Bidder’s qualification requirements include experience in supplying and installing facilities with comparable technical parameters, its financial capability and other factors. The award of contracts will be based on the lowest evaluated responsive bids. In order to be considered qualified for the award; bidders must meet the qualification requirements as stated in the Bid Data Sheet (BDS).

 

4.         Interested eligible bidders may obtain further information from PENRA and inspect the bidding documents at the address given below from 9:00 to 14:00 hours.

 

5.         A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee 2,500 USD. The method of payment will be “cash” or “certified check” or direct deposit to specified account no (Bank of Palestine, Ramallah Branch, Acc.No 219000/49, Acc. name Ministry of Finance, Swift code PAL SPS 22). The document will, if not collected, be sent by International Courier Service at the interested bidder cost.

 

6.         Bids must be delivered to the address below at or before (11:00 am on 28th of July, 2008 ). All bids must be accompanied by a bid security in favour of Palestinian Ministry of Finance (M.o.F.) of  3.0% of bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 12:00 hours of the submission date.

 

7.         All costs related to announcement in the media shall be beard by the winner bidder to whom the contract will be awarded.
